president obama spent the better part of the hour talking about the debt ceiling. so we'll go into the details about what it is, exactly. it is a cap on the amount of money the federal government may borrow. the cap is actually set by congress. so it includes money the federal government borrows from the public. for example, u.s. bonds, right? also includes debt that the treasury owes the government, trust funds like social security and medicare. right now, the ceiling, is it set at almost $16.4 trillion. the country's borrowing already hit that mark. that happened on december 31st. so the ceiling is raised periodically because both parties, they have to have approved the tax cuts and the spending increases over the years, knowing that they're going to add to the deficits. by doing so, they increase the country's need to borrow in the future. since 1962, congress has raised the debt limit 76 times, 11 times in the past decade. i want to talk about the debate over the debt ceiling, how it affects the overall economy. our georgia tech economics professor, danny bosto

president obama, maybe we'll talk hip-hop as well, in a final formal news conference before he takes the oath of office here in his second term spoke this morning, pushing for support on raising the debt ceiling. >> and republicans in congress have two choices here. they can act responsibly and pay america's bills, or they can act irresponsibly and put america through another economic crisis. but they will not collect a ransom in exchange for not crashing the american economy. the financial well-being of the american people is not leverage to be used. the full faith and credit of the united states of america is not a bargaining chip. and they better choose quickly because time is running short. >> so the president says there will be no ransom, you heard him say no bargaining chip in this whole debt ceiling debate. the deadline to raise that ceiling is approaching quickly. some members in congress say they're willing to shut down the government to avoid raising that limit now. joining me now is ben stein. nice to have you in person. >> honored to be here. i'm very sorry the weather is

just today president obama was talking about what could happen if congress doesn't agree to let the government essentially pay its bills. let's listen. >> america cannot afford another debate with this congress about whether or not they should pay the bills they've already racked up. if congressional republicans refused to pay america's bills on time, social security checks and veterans benefits will be delayed. >> so the truth is the president and the congress actually have to agree on all of this to end up getting a deal. but the question for you, suze, is what are americans supposed to do during a time of uncertainty? for example, if you're thinking about making a big purchase, should you do it now or wait till the president and the congress figures it out? >> the time has come, in my opinion that americans realize that their future cannot be in the hands of politicians. that their financial future has to be held tightly right within their own grips. and if they don't have the money to buy something outright, if they have to put it on a credit card and pay the minimum payment due, if they a
